The Empty Throne
Jabberport is a sprawling city located in the shadow of Mount Mephitis on a peninsula known as the Claw. Winters are mild and rainy, while summers are dusty, hot, and dry. The peninsula juts between the Glibber and Askelian seas, and no trade or army crosses between those two seas without first reckoning with Jabberport.
While Jabberport is an imperial capital, there hasn’t been an emperor since Talos Leonid vanished on campaign in the distant north fifty years ago. Since then a representative body known as the Jabbermoot has run everything.
People don’t move to Jabberport for the government – they flock to the city for the opportunities. Jabberport sees more gold change hands in a day than other kingdoms see in a year. There are no famines: Jabberport is always well fed. Citizens are offered significant freedom: all peaceable races and religions are tolerated. The weather is fine, the wine is spectacular, and Jabberport has been at peace for fifty years. A citizens only worries are crime and occasional rumblings from volcanic Mount Mephitis.
